The Role
Lead Construction Manager oversees all aspects of outside plant (OSP) telecommunications construction projects in the Western Region, ensuring timely completion within budget and quality standards, coordinating with contractors, managing permits, and maintaining strict safety protocols across the project lifecycle, while adhering to local regulations and industry best practices.
The Main Responsibilities
Project Planning and Execution: Develop detailed project plans, including timelines, resource allocation, and cost estimates for fiber optic and infrastructure installations. Manage construction activities across all phases, including site surveys, trenching, conduit installation, splicing, and testing. Coordinate with engineering teams to ensure design accuracy and compliance with project specifications.
Contractor Management and Supervision: Oversee construction crews, assigning tasks, monitoring performance, and addressing safety concerns. Ensure crews are trained in proper installation techniques, safety procedures, and company standards. Monitor subcontractor performance against project specifications and timelines.
Permitting and Compliance: Ensure permitting guidelines are followed as outlined by the permitter including timely permit closeouts. Ensure compliance with all relevant safety regulations, including OSHA standards and industry best practices. Manage utility coordination with other utility companies to avoid conflicts.
Budget and Cost Control: Track project expenses and identify potential cost overruns. Implement cost-saving measures when necessary. Prepare project budget reports for stakeholders.
Quality Assurance and Reporting: Conduct quality inspections throughout the construction process to ensure adherence to standards. Generate detailed project reports including progress updates, safety metrics, and budget status.
What We Look For in a Candidate
Technical Expertise: Strong understanding of telecommunications infrastructure, including fiber optic cabling, aerial and underground construction methods, and splicing techniques. Project Management Skills: Proven ability to manage complex projects from initiation to completion, including scheduling, budgeting, and risk mitigation. Leadership Abilities: Experience leading and motivating construction crews, fostering a safe work environment. Communication Skills: Excellent written and verbal communication to interact with stakeholders, including clients, engineers, contractors, and local authorities. Safety Focus: Commitment to upholding safety standards and incident prevention practices.
Bachelors degree or equivalent of at least six (6) years or more of OSP Construction industry experience. Demonstrated work experience for OSP construction related projects, acting as the primary contact responsible for job control from a quality, costing, scheduling and safety perspective. Ability to travel as much as 20%-30% as needed Previous experience and knowledge in OSP Engineering, Permitting, Equipment Installation, and Contract policies and procedures. Attention to detail with good organizational capabilities. Ability to prioritize with good time management skills. Occupational Safety and Health Administration (OSHA) 10, (OSHA) 30 or NCCER certifications preferred. Practical knowledge of Microsoft EXCEL, WORD, POWER POINT, TEAMS Experience reading Blueprints Schematics Google Earth proficiency Proven track record managing subordinates, construction crews and subcontractors. Familiarity with permitting processes and local regulations.
Compensation
This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors. Location Based Pay Ranges: $103,711 - $138,281 in these states: AL, AR, AZ, FL, GA, IA, ID, IN, KS, KY, LA, ME, MO, MS, MT, ND, NE, NM, OH, OK, PA, SC, SD, TN, UT, VT, WI, WV, and WY. $108,896 - $145,195 in these states: CO, HI, MI, MN, NC, NH, NV, OR, and RI. $114,082 - $152,109 in these states: AK, CA, CT, DC, DE, IL, MA, MD, NJ, NY, TX, VA, and WA.
