Manager, Construction Management, Cost Estimating

In addition to the responsibilities listed below, this position is responsible for planning for the effective development and implementation of a full range of professional estimating/cost engineering and project control duties of diverse and complex scope; defining issues and creating solutions for the development and preparation of conceptual construction cost and budget estimates for all phases of construction; and providing professional guidance, innovative concepts, and support to facilities design and construction project team members to determine the preliminary cost and feasibility of complex maintenance and renovation projects; driving the development and implementation of standard estimating means and methods through the desktop estimating procedures, estimating template, csi units listing and definitions; leverages advanced knowledge to develop conceptual construction cost and budget estimates for all phases of construction (i.e., development and analysis of unit hour/pricing data, estimating material cost, man-hours and revisions to existing buildings mechanical, electrical and plumbing systems); and planning for the performance of pricing structure development and application to takeoffs, derived quantities, quantity assumption, and cost allowances within a discipline or other specialty.

Essential responsibilities include:

  • Managing designated work unit or team by translating business plans into tactical action items; overseeing the completion of work assignments and identifying opportunities for improvement; ensuring all policies and procedures are followed. Aligning team efforts; building accountability for and measuring progress in achieving results; determining and ensuring processes and methodologies are implemented; resolving escalated issues as appropriate; setting standards and measuring progress. Fostering the development of work plans to meet business priorities and deadlines; obtaining and distributing resources. Removing obstacles that impact performance; identifying and addressing improvement opportunities; guiding performance and developing contingency plans accordingly; influencing teams to execute in alignment with operational objectives.
  • Managing staff supporting construction operations by: driving the application of strategies and concepts to provide strategic guidance, coordination, and management of the support team; using judgment and discretion to define issues and develop solutions to resolve complex problems; maintaining contact with capital project teams; and representing the department subject matter expert to senior management in national facilities services (nfs) and kp.
  • Managing staff supporting construction deliverables by: managing and coordinating staffing of various deliverables with responsibility and accountability for teams deliverables; implementing planning and execution of the training criteria, training tools, development, analysis, oversight of staffing, which includes performance management, core behaviors, and resource forecast to provide successful implementation with moderate input of high-level managers; managing the related financials and ensures they are managed within budget allocations while making recommendations for budget development with moderate senior management oversight; providing governance oversight and monitoring of performance against plan, ensuring measurement of business benefits and outcomes, and makes adjustments as needed; implementing activities related to organizational change management (e.g., development and execution of user adoption, implementation, and training plans); and implementing allocation of resources, establishes schedules, and task assignments to ensure established management practices are in place.
  • Contributing to vendor relationship management by: assessing current operational processes on an ongoing basis while working with team to manage vendors, including vendor assessment and vendor performance analytics, to highlight trends and identify impactful process improvements that increase efficiency and effectiveness of vendor management; obtaining advanced research knowledge on vendor relationship management trends and applying strategies to business practices; and driving the team to improve the efficiency and effectiveness of vendor performance analytics and vendor assessment.
  • Ensuring kp compliance by: actively influencing the development of and participating in the implementation and evaluation of effective policies, standards, practices, and procedures in alignment with construction-related regulations; and driving the application of strategies and concepts to determine the best course of action to ensure that the buildings are in compliance with fire prevention, general safety, seismic conformance, health hazards protection, and disaster/emergency preparedness plans.
  • Contributing to the management of knowledge and documents by: implementing tools to share professional and/or technical expertise to team members; encouraging team members to evolve template documents for continuous improvement; and influencing the content, design, and method of training and knowledge management practices to increase knowledge (e.g., business process package, community of practice), and monitor subsequent performance.
  • Utilizing data and metrics throughout construction management process by: analyzing and applying metrics to plan and scope complex future efforts (e.g., building the business case, timeline, resources required) in alignment with functional objectives; and driving the application of strategies for using metrics to monitor and improve upon performance.

Minimum qualifications include:

  • Minimum four (4) years of experience with contractors.
  • Minimum ten (10) years of experience in cost estimating or a directly related field.
  • Minimum three (3) years of experience in a leadership role with or without direct reports.
  • Bachelors degree in engineering, architecture construction management, business administration, computer sciences, finance, law, planning, interior design, cost estimating, or related field and minimum six (6) years of experience in construction management, field construction, design, construction/project management software, procurement, contract administration, a directly related field or minimum nine (9) years of experience in construction management, field construction, design, construction/project management software, procurement, contract administration, a directly related field.

Preferred qualifications include:

  • Cost certification (e.g., ccp, cep, cpe, or earned value professional certification).
  • Two (2) years of experience in quality management/improvement.
