Job Summary:
The Manager, Construction Services supports JHS mission of creating a rewarding client and patient experience by ensuring and facilitating well designed, well-implemented and well-managed capital projects. The position is responsible for the management of high-visibility strategic projects, which span all of the interests of Jackson Health System physical plant and will establish collaborative relationships with Administrators, Clinicians, Technical Staff, Consultants and Vendors as required by specific projects. The position oversees and manage assigned aspects of Design & Construction to meet customer expectations and maintains a high level of quality through communications, customer service and organizational practices. The position is directly responsible for assisting in planning, validating, pricing, and implementing assigned Facilities Design and Construction Capital Projects from inception to closeout. This includes ensuring stakeholder input and coordination. The position ensures that the projects completed adhere to JHS standards and all agencies having jurisdiction along with adhering to approved funded scope and budget. The position effectively supervises construction coordinators and ACM's and works closely with Finance, Procurement, Budget and other internal departments to effectively meet these goals. The position monitors and reports project progress and offer course correction when necessary. The incumbent may assist and act in a confidential capacity to help manage, formulate, determine and effectuate management process and polices. The incumbent may attend management meetings and may be involved directly or indirectly in the decision making process around confidential management decisions. Position requires exercise of independent judgment.
Duties and Responsibilities:
- Leads stakeholders in all aspects of Capital Project delivery to include Planning, validation, cost estimate, design, construction, equipping, turn over and asset capitalization.
- Provides input and options for consideration to deliver the needed outcome as defined by Operations.
- Provides daily leadership of assigned Coordinators, ACM's and support staff, consultants, contractors and vendors.
- Utilizes a thorough knowledge of all project plans and specifications, owner contract, purchase orders, shop drawings, permit process, submittal review, and all other project related documents.
- Ensures coordination with internal departments & resources is properly done to minimize disruptions during construction.
- Enforces process to ensure maintenance of project records in the electronic document control files are complete and accurate.
- Manages Fixed Furniture & Equipment (FFE) processes from scope, proposals, requisitions, delivery and invoicing processing to ensure all coordinated and timed with no delays to completion.
- Reviews documentation as it relates to project progress, change orders, invoices and approves as required.
- Establishes and maintains effective relationships with the Designers, Consultants, Builders, and vendors along with all other project team members for assigned project(s).
- Be familiar with and use facility and hospital building standards, equipment types, and procedures as they relate to construction.
- Ensures project goals and objectives and target dates for completion are met by each team.
- Ensures that projects are closed out with proper documents including but not limited to permit certificate of occupancy, warrantees and final lien releases, and any other required closeout documentation.
- Partners with Procurement Management Department (PMD) ), contracting methodologies and sole source/preferred vendors as needed to ensure proper acquisition of design and construction contracts to support the capital program.
- Works in conjunction with other departments to budget capital needs and project cash flow requirements.
- Participates and learns and teaches LEAN applications (pull planning, A3, retrospective) to identify improve outcomes and efficiencies on the projects.
- Works closely with Government and other Authorities for compliance and approvals or projects and plans.
- Self manages time, multi-disciplinary tasks and work streams by prioritizing effectively to maintain or improve schedule.
- Participates in training, development, and educational programs to enhance career growth.
- Ensures the confidentiality of information according to Administrative policy and all applicable laws and regulations, which govern the entities.

- Performs all other related job duties as assigned.
Experience
- Generally requires 5 to 7 years of related experience. Management experience is required.
Education
- Bachelor's degree in related filed is required. Master's degree is preferred.

Credentials
- State of Florida Registration as a General Contractor, Architect or Engineer is a preferred.
