The Department of Procurement Services is growing. We are searching for highly qualified candidates for the position of Procurement Analyst, Senior with a background and focus on complex Construction projects. The incumbent will join a team that has earned the prestigious Achievement of Excellence in Procurement (AEP) Award from the National Procurement Institute and continues to implement best practices that will have a major positive impact on the City of Richmond and the improvement of the department. Position Overview
We are seeking a skilled Procurement Analyst, Senior to lead procurement efforts for complex capital and construction projects. The ideal candidate will have demonstrated experience as the lead procurement professional on high-profile and complex construction solicitations. This role focuses on sourcing construction services and materials while ensuring compliance with procurement regulations. Candidates should possess strong construction procurement expertise and the ability to support project teams in a fast-paced, deadline-driven environment. The successful candidate will be knowledgeable with the construction bid process, understand how procurement impacts project schedules, have experience with regulatory and permitting requirements, coordinate effectively with architects, engineers, and construction managers, and be well-versed in compliance with prevailing wage regulations.

Distinguishing Characteristics

This position requires specialized knowledge of construction procurement, including contract development, competitive bidding, and contractor prequalification. It is distinguished by a high level of coordination with project stakeholders and the ability to navigate complex regulatory, scheduling, and compliance requirements unique to capital construction projects.
