The Program Director - OSP will be responsible for all aspects of an Outside Plant program, or programs, including project resources, facilities, material management, engineering, construction, program financials, and aligning with customer expectations. The wide variety of tasks a Program Director may fulfill include development of Project plans, individual and team task management, customer reporting and communications, account management; supervision of employees and external consultants; handling daily staff assignments; planning and administering budgets; controlling income and revenue; and tracking program expenses.
This project includes FTTH Network Construction & Maintenance components and will be a critical driver of customer satisfaction and economic sustainability. The Director will be a local representative driving relationships with the customer, local municipalities and managing a team.
ESSENTIAL DUTIES & RESPONSIBILITIES may include the following; other duties may be assigned:
- Create, implement, and maintain Program Management processes and Project Plan templates
- Execute programs to achieve cost, quality, ROI and timing metrics. This position is accountable for the overall success of the assigned program(s).
- Align and execute the program build plan and manage plan within budgeted profits and cost with a focus on customer satisfaction and profitability.
- Build and lead cross-functional project teams using resources from all functional areas of the company.
- Develop comprehensive project plans that align with Customer and departmental strategies and appropriately balance organizational capability/capacity, business/technical risk, and financial return.
- Communicate all aspects of program status and risks including identification and resolution/escalation of issues threatening program deliverables.
- Coordinate and manage all project documentation required by the program management process including gate review materials and presentations.
- Ensure quality of execution of all aspects of all programs
- Perform other duties as requested by Manager
SUPERVISORY RESPONSIBILITIES
Manages subordinate managers; is responsible for the overall direction, coordination and evaluation of these units. Carries out Supervisory responsibilities in accordance with the Company's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE
Bachelor's Degree (B.A.) from a four-year college or university; and/or a minimum of 5 years of OSP Project Management related experience and/or training; or equivalent combination of education and experience.
This person should be a seasoned manager who has overseen end to end programs to expected execution and financial profitability. The individual should be well versed in project management, reviewing and managing profit and cost, and able to interface and maintain healthy customer relationships.
