Primary Purpose:
Responsible for the preparation and administration of complex Furniture, Fixture, and Equipment, (F, F& E) purchases of goods and services, construction, and technology services support of district operations by competitive bidding, informal quotation, and negotiations in accordance with established policies and procedures and state purchasing laws.
Qualifications/Skills:
Education/Certification: High School Diploma or equivalent. Bachelor's degree in a business, public administration or related field preferred. Special Knowledge/Skills: Advanced skills and experience in effectively operating Windows applications of Microsoft Word, Excel and Access i.e. word processing, spreadsheets, etc. Advance skills in developing and preparing specifications and scopes of work. Experience in expediting/implementing large orders, turn-key projects. Familiar with Texas school district/municipal purchasing laws, rules and regulations. Familiar with District purchasing practices and procedures. Knowledge of and skill in applying advanced purchasing tools and techniques. Possess strong communication skills with the ability to maintain effective working relations with internal customers and vendor community. Ability to work with numbers in an accurate and rapid manner. Ability to organize, prioritize, meet established deadlines and handle multiple tasks. Ability to maintain accurate, confidential and auditable records. Ability to communicate effectively (verbal and written) using proper English grammar. Experience: Five (5) years Furniture, Fixture, and Equipment, (F, F& E) purchasing experience with a school district, or like projects, or public/private agency preferred.
Major Duties and Responsibilities:
Procurement Administration: Analyze complex district Furniture, Fixture, and Equipment, (F, F& E) requirements and identify campus and/or department needs, including; requirements for educational equipment and supplies, school and office furniture, maintenance and repair items, constructional and professional services. Collaborate with Procurement Department and end-users to develop specifications and scopes of work, determine methods of procurement and issue complex solicitation documents in compliance with District policies and State/Federal procurement laws. Review Furniture, Fixture, and Equipment, (F, F& E) vendor responses for compliance with solicitation requirements, chair evaluation committees, perform pricing analysis and recommend contract awards that result in best value procurements for the district. Review, revise, analyze, expedite and approve Furniture, Fixture, and Equipment, (F, F& E) complex purchase requisitions and assist in issuance of district purchase orders. Act as primary cross-functional procurement support in planning and equipping District facilities and new schools. Work with the Procurement department to develop highly technical Furniture, Fixture, Equipment, (F, F& E) specifications and scope of work used in solicitation documents. Monitor purchase requisitions, bids, proposals and quotes to insure compliance with laws, TEA guidelines, board policies and administrative procedures. Monitor vendor performance and track Furniture, Fixtures, and Equipment (F,F&E) warranty information. Investigate and track price trends on annual purchases. Locate and promote new sources of competitive supply. Provide overall District wide and especially with Planning and Construction Furniture, Fixture, and Equipment, (F,F& E) procurement management and support. Oversee the expediting of District wide purchases and facilitate deliveries and set up, of Furniture, Fixture, and Equipment, (F, F& E) Communication: Act and serve as liaison between Furniture, Fixture, and Equipment, (F, F& E) FF&E vendors and district personnel, interpret, proof and clarify provisions, procurement processes to ensure overall conformance and compliance. Maintain confidentiality and excellent public relations with all parties. Bond Management: Maintain and monitor Furniture, Fixture, and Equipment, (F, F& E) files and change orders. Process purchase orders and payment authorizations, bids, proposals and other solicitation documents for Furniture, Fixture, and Equipment, (F, F& E). Assist in the preparation of board agenda items. Resolve complex issues concerning terms and conditions, price, delivery, etc. related to Furniture, Fixture, and Equipment, (F, F& E) contracts, agreements and purchases. Develop and define and assist with Furniture, Fixture, and Equipment, (F, F& E) vendor/contractor evaluation processes. Manage District wide, and Bond Programs with all Furniture, Fixture, and Equipment, (F, F& E) support campuses and departments with special furniture projects as needed outside of the Bond Program throughout the District Handles Technology and Custodial purchases in the new construction and renovation projects. Manages all Furniture, Fixture, and Equipment, (F, F& E) procedures District wide and in all Bond Programs, from development of specifications, identifying campus needs and work with vendors on furniture selections and finishes, review all furniture assortments by line and adjust as needed, negotiate cost and pricing of all product, freight and installation, meet with appropriate campus staff to review all assortments for new and renovated buildings, oversee purchasing of all products, development of delivery schedules, installation and placement according to layouts of all District Furniture, Fixture, and Equipment, (F, F& E). Manages District wide and all Bond Programs with Furniture, Fixture, and Equipment, (F, F& E) for all Pre-K, Elementary and Secondary Schools furniture projects, from: design, development of specifications, working with vendors on negotiating cost and pricing of product, freight, and installation, purchasing of product, delivery schedules, removal of existing furniture, and installation of new furniture, all separate from renovation and new construction projects. Works with the Procurement department to review, interpret, proof, and clarify document provisions, procurement processes and legal responsibilities to ensure overall conformance and compliance for all Furniture, Fixture, and Equipment, (F, F& E) Procurement needs. Works with Director of Planning and Construction to manage all Furniture, Fixture, and Equipment, (F, F& E) District wide and Bond Programs from: establishing Timelines, development and overseeing and works with Procurement department on Front-End Documents, meeting with potential Bidders in Pre-Proposal Meetings, and the full Bidding and Evaluation process, helps to creates final recommendations to our Board of Trustees for approval. Other: Be familiar with and assist with duties assigned to other division personnel when necessary. Maintain a positive attitude and exhibit professionalism. Perform other duties as assigned.
