Introduction
This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

Main Purpose of Job
The Director of Capital Construction and Facilities Maintenance manages the implementation and progress of the design and construction of capital projects, improvements and maintenance activities for facilities within the Department of Public Safety and Correctional Services. This position will also be instrumental in assisting in the planning, programming, and budgeting of capital projects within all state-run correctional facilities in Maryland.
POSITION DUTIES
Oversight of all construction and maintenance activities throughout the Department of Public Safety and Correctional Services.
Managing the staff of the Department of Capital Construction and Facilities Maintenance utilizing high-level knowledge of building design and construction best practices and principles.
Overseeing a $700 million capital improvement program, including developing and monitoring procurement, contracts, and spending plans for architects, engineers, construction, and construction-related services.
Ensuring that the Capital Projects Program is economical and efficient by supervising and directing teams of project directors, managers, engineers, and architects.
Planning and directing complex projects and studies related to construction and facilities maintenance.
Preparing and presenting capital budget requests and reports for approval and review by Department leadership and the Legislature.
Monitoring and reporting on laws, practices, and procedures that may impact correctional facility maintenance and construction operations.
Serving as a member of the Public Safety Review Board to approve specific procurements as allowable by law.
MINIMUM QUALIFICATIONS
Education: Bachelor’s degree in engineering, architecture, or construction management from an accredited college or university. Additional experience performing architectural design for facility and maintenance work may be substituted on a year-for-year basis for the required education. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may also be substituted for the required education.
Experience: Seven years of experience as a design or project Engineer, Architect, or Manager for large-scale, multi-year construction projects to include five years of experience managing a staff of architects, engineers, and/or project managers.
DESIRED OR PREFERRED QUALIFICATIONS
Preference may be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications. Advanced credentials in Leadership in Energy and Environmental Design (LEED) and/or experience as an architect or engineer working in correctional facilities is preferred. Master’s degree in engineering or architecture from an accredited college or university.

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
