Project Construction Specialist:
The Parks, Recreation & Conservation (PRC) Project Construction Specialist is responsible for overseeing and coordinating the construction and renovation of public parks, playgrounds, trails, and recreational facilities. This position ensures that projects are delivered on time, within scope and budget, and in compliance with all local, state, and federal regulations. The Specialist acts as a liaison between contractors, County departments, architects, engineers, and stakeholders to support the successful execution of capital improvement projects. This is a professional position working under the general supervision of the Assistant Director - Parks and Conservation.
Essential Job Duties
- Coordinates construction-related activities for PRC projects from inception (planning & design) to completion of construction
- Coordinates with the Capital Projects Manager for Building & Facility Services
- Reviews plans and record drawings for construction and coordinates with the Capital Projects Manager, Planning Department, Building Department, Utilities Department, and Public Works Department to ensure compliance with County standards.
- Conducts regular site visits to monitor construction progress, safety compliance, and quality of workmanship and coordinates their findings with the Assistant Director of PRC and the Capital Projects Manager, as appropriate.
- Collaborates with design professionals, landscape architects, and engineers during planning and construction phases
- Ensures all permits, environmental clearances, and inspections are obtained and adhered to
- Develops, compiles, and distributes documents relating to solicitation processes, including invitations to bid, requests for proposals, requests for qualifications, requests for quotes, contract specifications, and addenda.
- Resolves problems that may arise from bids, quotes, purchase orders, contracts, or any concerns identified by departments or actual or prospective vendors.
- Prepares reports, updates, and presentations for management as needed.
- Communicates effectively with internal departments, contractors, vendors, and the public.
- Serves as liaison to County Departments and Divisions for a variety of procurement needs.
- Supports grant applications and reporting related to capital improvement and infrastructure funding.
- Provides day-to-day oversight and reporting of construction activities on Capital Projects.
- Manages Agenda Items, punch lists, close-out documents, and warranty follow-up tasks.
Typical Requirements
Education and Experience:
Associate's or Bachelor's degree in Construction Management, Civil Engineering, Landscape Architecture, or related field preferred. 3-5 years of experience in construction coordination, preferably in public works or park development. Experience with public procurement and contract administration.
Licenses, Certifications, or Registrations:
- Valid Florida Driver's License.
Knowledge, Abilities, and Skills:
- Strong understanding of construction practices, materials, and building codes.
- Strong knowledge of State, federal, and local permitting requirements.
- Knowledge of materials, methods, and techniques of general building construction.
- Ability to read and interpret plans, specifications, and technical documents.
- Experience in technical grant writing and grant administration /management preferred.
- Ability to facilitate field data collection with staff performing engineering inspections.
- Ability to work independently and as part of a team.
- Strong organizational skills, including management of budgets, invoices, and project schedules.
- Ability to establish and maintain effective working relations as necessitated by work assignments.
- Ability to coordinate and prioritize multiple tasks and work products to ensure that projects remain on schedule.
- Proficiency in project management software (e.g., MS Project, AutoCAD, GIS, or similar).
- Ability to use computer software, specifically the Microsoft suite of products.
- Excellent written and verbal communication skills.
Supplemental Information
ENVIRONMENTAL CONDITIONS:
Work is performed inside in an office environment. Periodic site visits are required which will involve working outdoors with exposure to heat, dust, and inclement weather conditions.
