Expected Starting Annual Range: $71,556.54 - $94,812.41
Acts as project manager for a variety of construction, engineering, Capital Improvement Plan, and related projects depending on area of assignment. Manages activities of project engineers, contractors, consultants, and other staff. Provides direction during the planning, design, land acquisition, and construction phases of assigned projects to assure a quality project is produced in a timely and cost-effective manner.

Note: In addition to the qualifications set forth in this job description, employees holding this position must have a background allowing them to have regular access to secured areas of certain governmental facilities. Such employees may, due to policies of the Sheriff or Chief Circuit Judge, be subject to independent background investigations which exceed those conducted by Manatee County. Employees holding this position are hereby given notice that these independent officials, or their duly authorized representatives may, based on the results of their investigation, decline to permit the employee access to secured areas of facilities under their operational control. In the event the County is unable to fully utilize such employees in other County operations not requiring secured area access, such employees are subject to non-disciplinary separation from County employment.

Working Conditions
Typical indoor office environment. Periodic outdoor field work required, possibly in adverse weather conditions. Sitting for long periods of time, working on computer. Lifting equipment or supplies up to 25 pounds alone and up to 50 pounds with assistance. Position requires visual acuity and depth perception, as well as ability to hear and identify sounds. Occasionally required to drive County vehicles as part of the duties of the job. Occasionally required to work other than normal business hours.

Construction Services:
Plan and oversee implementation of architectural and engineering design for construction, renovation and maintenance projects. Works with the procurement official through the RFQ/RFP procurement processes for selection of the construction teams. Consult and advise clients and department representatives to guide project development. Approves payment applications, change orders and project schedule adjustments. Prepares project status reports. Represents the County at progress meetings and meetings with AHU.
Job Description
Essential Functions

Coordinates development and maintenance of the Capital Improvement Program with appropriate staff.

Develops and reviews construction estimates. Recommends appropriate funding and budget controls.

Reviews and coordinates approval of assigned construction plans, specifications, and contract documents prior to bid process.

Prepares project schedules and coordinates funding availability.

Serves as liaison with other departments.

Coordinates with various local, state, and federal permitting agencies in obtaining required permits.

Manages numerous design and engineering consultant work assignments for related projects.

Manages multiple construction projects.

Attends and/or conducts Public Information Meetings, during and outside of normal business hours.

Advises management regarding cost containment and prepares periodic project status reports.

Attends meetings of the Board of County Commissioners.

Makes public presentations, as necessary.

Maintains knowledge and understanding of current best practices, trends, laws, and issues affecting area of expertise. Upon approval, attends educational events that will increase professional knowledge and be otherwise beneficial to the County.

Performs other related work (including weather or other extreme emergency duties) as required.

Minimum Qualifications
Associates degree in civil engineering or related field.

Three (3) or more years of progressively responsible experience in the planning, design, and/or construction of public and/or private infrastructure/building/site development projects. Prior budget management experience desired.

Valid driver license required, with valid Florida driver license required within 30 days of hire.

A comparable combination of education, training, and work experience which provides the requisite knowledge, skills, and abilities for this position may be substituted for the minimum qualifications listed above.

Excellent knowledge and understanding of public finance and budgeting procedures and methods.

Good knowledge and understanding relevant public service systems and infrastructure, both existing and planned.

Excellent knowledge and understanding of regulatory compliance necessary to successfully perform job duties, including Florida Statutes governing construction of public facilities with public funding, Manatee County Procurement Ordinance, and related policies, rules, procedures, and practices.

Advanced knowledge and understanding of computer applications and software programs required to perform job duties.

Excellent written and verbal communication skills and interpersonal skills, including public presentation skills, in order to interact professionally and effectively with staff, management, government regulators, contractors, consultants, and other stakeholders. Able to influence others regarding policies, practices, and procedures.

Capable of working independently with limited supervision.
