The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.

Distributes work assignments, gives instructions and helps other Inspectors to get the work started;
Determines the methods, techniques, devices and materials that are best suited for each project; makes sure that needed materials and tools are available and needed supplies are obtained from the supply location;
Keeps abreast of agency policies, procedures, and written instructions in order to answer questions that other inspectors may have;
Inspects work while in progress and when complete to assure the supervisor's or project manager's instructions had been met; reports to supervisor on the status and progress of work and cause of delay; assures that safety and housekeeping rules are followed;
Participates in the rating of employee performance in accordance with established standards; recommends personnel actions; and, approves and disapproves leave;
Studies construction plans, specifications, scopes of work and shop drawings to ensure that construction proceeds as planned; inspects all materials and equipment delivered and methods of installation to ensure that they meet the Authority's specifications and all applicable construction codes;
Inspects work in progress for building construction, additions, alterations, or repair; consults with the appropriate field personnel project managers, construction staff or contractors to suggest or advise on the acceptability of deficiencies or to suggest corrections to bring the item in compliance with the Authority's accepted standards;
Tests or witnesses the testing of the functioning of all components within the dwelling unit, including, but not limited to, the electrical system including outlets, the plumbing, and VAC as well as all safety systems including fire alarms, emergency lighting and emergency generators;
Provides an opinion when there are/or appears to be conflicts, deviations or inconsistencies interpretation with planned activities, methods or materials;
Provides technical advice to various regulating authorities as it pertains to construction;
Travels to a variety of job sites within the District of Columbia;
Meets with top management officials to present findings, explain the significance of conclusions, justify recommendations, and answer questions on construction inspection;
Conducts detailed analyses of complex problems, keeping the supervisor informed of disposition of each situation;
Participates in the coordination of special projects designed to inform interested parties of Construction Program policies and procedures;
Conducts reviews and evaluations of assigned topics of technical, administrative or program nature, drafts narrative reports for use as reference material by higher-level staff members and conferences;
Prepares correspondence, technical and status reports, etc., to keep management informed of the progress of the Construction Program;
Performs other related duties as assigned.

Job Competencies

Detailed, intensive knowledge of the policies, procedures, goals, objectives, operational entities, requirements and activities as they apply to the assigned organizational entity in the DCHA
Knowledge of management principles, organizational theory, and standardized administrative practices and procedures;
Thorough knowledge of and experience in the use of inspection practices and procedures, as well as, safety practices in the construction industry;
Practical knowledge of architectural/engineering methods and techniques;
Knowledge of construction practices and the ability to read and interpret engineering and architectural plans and specifications; inspect materials, workmanship, and the construction and installation of various systems HVAC, electrical, lighting, plumbing, mechanical, etc; and (3) compute construction costs and recommend changes to the method of construction and materials used;
Ability to think logically, analyze problems, follow systematic procedures and develop comprehensive reports and recommendations;
Familiarity with the use of spreadsheets, data bases, word processing and other software on personal computers.
OSHA safety training certification required.
Proven track record of teamwork, meeting project deadlines, and driving projects to meet both safety and milestone goals.
Demonstrated proactive approach to resolving field issues and improving construction outcomes.

Education and/or Experience

Bachelor's degree from an accredited college/university and a minimum of (5) five years related experience; or other equivalent combination of education and experience which meet the minimum qualifications requirement.

Due to field responsibility, the incumbent must possess a valid motor vehicle driver's license an be insurable in accordance with the Authority's Fleet Management and Procedures Manual.
