The primary duties of the Senior Construction Manager are to assist in pursuing projects with various public agencies and once contracts are underway to technically and administratively represent a project owner throughout construction on a variety of public and quasi-public infrastructure projects. As Senior Construction Manager, responsibilities include managing inhouse and sub-consultant (testing, surveying, and other technical service providers) contracts and staff and perform as point person for construction contract oversight. Additional responsibilities include business development activities with clients to assist with the growth of the CCC Southern California program and marketing of HDR services to existing and potential clients and teaming partners. Working with supervision and support from senior HDR staff, this person will supervise and direct the activities of the field teams on either large projects or several projects spread throughout the Southern California and maintain healthy relationships with the client and all oversight organizations. The position requires a fundamental understanding of public and private contracts, familiarity with codes and laws governing construction and strong technical skills directly applicable to the type of construction underway. The Senior Construction Manager will work on projects that may include highway and bridge projects, aviation, maritime, transit, rail grade separations, and other transportation-related projects.
Responsibilities
- Take responsibility for subcontractor coordination, scheduling and quality control
- Prepare the Project Management Plan of Construction Management Plan
- Develop procedures for executing construction contract administration such activities including document, change, time, cost, quality and safety management, and implement procedures in coordination with the project team
- Perform additional construction management activities, including development procurement - construction schedules, construction subcontract scopes, review of subcontract terms and conditions, performance of constructability and value engineering reviews, construction estimating and schedule reviews, and project construction performance presentations
- Administer and manage construction activities
- Monitor progress of the overall design as related to construction requirements
- Perform value engineering and constructability reviews
- Coordinate local bidding efforts for quotes obtained in the field
- Assist in procurement of purchase orders and subcontract packages
- Coordinate document management
- Review or coordinate review of Coordinate, expedite and reviewing construction submittals including shop drawings and pay applications
- Prepare, issue and negotiate Change Orders
- Review and analyze baseline and updated construction schedules
- Control the project budget and schedule
- Coordinate and manage project quality assurance and control, and inspection services
- Ensure subcontractor compliance with the Health and Safety Program through communication and inspections
- Prepare and update project schedules, pay requests, and daily, weekly, and monthly progress, budget, and schedule management reports
- Coordinate local bidding efforts
- Take responsibility for project setup and temporary facilities
- Perform other duties as needed
Preferred Qualifications
- Professional Engineer (PE) or the ability to attain within one year
- Minimum of 10 years of related experience in highway and bridge projects, transit, rail grade separations, or other transportation-related projects.
- Successful business development track record
- Southern California experience is preferred
- Experience with Caltrans or similar DOT work
- This position requires a valid driver's license and compliance with HDR's vehicle policy
Required Qualifications
- Bachelor's degree in Engineering, Architecture, Construction Management, Construction Science or closely related field or equivalent work experience.
- A minimum of 10 years of experience in various aspects of construction planning and management, including but not limited to construction contracts; document, time, cost, and quality management; change management; and site safety. Estimating, bidding, preparing and administering purchase orders and subcontracts, scheduling, cost control, etc.
- Experience with Microsoft Office
- Experience with construction management software such as Procore, Prolog, Primavera, Bluebeam, etc.
- Must have strong people skills and the ability to interact with the Owner, Engineer, Contractor and other project stakeholders

The expected compensation range for this position depends upon skills, experience, education and geographical location. (Stated benefits are for full-time regular positions. Temporary and part-time roles eligible for limited benefits.) Irvine, Los Angeles: $125,000 - $178,000; Riverside: $120,000 - $170,000
