GENERAL RESPONSIBILITIES
Under the supervision of the Director of Facility Services, Planning & Construction (or designee), the Senior Construction Manager (Senior CM) oversees all phases of construction projects within the school system-from pre-construction through project completion. This role includes managing, coordinating, and supervising the Construction Division.
QUALIFICATIONS
Bachelor's degree in construction management or related field is preferred with 5 years of project management experience in K-12, commercial, or institutional construction. Acceptable alternatives include an associate's degree with 7 years of progressive experience, non-related degree with 10 years of experience, or no degree with 15 years of experience.
Experience must include supervisory and administrative duties such as scheduling, budgeting, and inspections. Familiarity with Maryland public school construction and Board of Education policies is a plus.
Possession of a valid driver's license for use on the job which the employee will receive an assigned vehicle. Must provide a cell phone for use on the job for which the employee will receive a stipend.
RESPONSIBILITIES
In addition to those tasks and responsibilities as outlined in the description of Construction Manager II, the Senior Construction Manager will perform the following:
Develop and maintain goals, procedures, guidelines, and standards for the Construction Division.
Assess team strengths to balance and improve overall efficiency and effectiveness.
Supervise and support construction staff in their daily responsibilities.
Ensure projects are completed on time, within budget, and in compliance with all standards.
Assist with contract administration, dispute resolution, and claims management.
Prepare reports, RFPs, letters, and other documentation. Coordinate the development of contracts, scopes, and specifications. Ensure accuracy and completeness of project documents and compliance with codes and standards. Conduct site visits to identify and resolve issues.
Assist in selecting architects, engineers, consultants, and contractors.
Coordinate various Contracts with Procurement.
Coordinate design/construction team activities.
Review contract documents for compliance and coordination.
Conduct site inspections and prepare status reports.
Monitor project schedules, budgets, and scopes.
Identify and resolve project issues proactively.
Participate in professional services selection.
Maintain project data and prepare change orders.
Coordinate with school staff for smooth project execution.
Assist with move-in and training for Maintenance, Operations & Energy (MOE).
Maintain project records, including as-builts and warranties.
Review billing and approve substantial completion.
Review test results and engineering reports.
Conduct pre-construction and progress meetings.
Maintain punctual attendance and perform related duties as required.
