Overview
Senior Hazardous Area Construction Manager/Project Manager-Sr (Hazardous Area CM/PM-Sr) leads, manages, and supervises a multi-disciplinary team including subject matter experts, HVAC technicians, allied tradesmen, plumbers, electricians, carpenters, janitors, welders, and grounds maintenance personnel.
The Hazardous Area CM/PM-Dev advises and assists the customer in all aspects of project planning, design-build, construction, project deactivation, and supports site operations and maintenance (O&M), workforce mobilization, and demobilization.
This role involves developing construction documents and specifications, evaluating bids, reviewing shop drawings and submittals, conducting site inspections, quality assurance, evaluating project modifications and change orders, and validating work claimed on invoices for partial payments. It includes coordinating third-party construction to ensure project success—on budget, on time, within scope, and with acceptable quality standards.
Responsibilities Provide CM/PM services for OCONUS hazardous areas, including high and elevated risk zones.
Manage multiple projects simultaneously, adjusting priorities as needed.
Coordinate with third-party construction firms to ensure project success, meeting budget, schedule, scope, and quality requirements.
Coordinate construction activities across disciplines such as architectural, mechanical, electrical, safety, security, logistics, and communication.
Manage the Integrated Project Team (IPT), which may include security, logistics, IT, contracts, and construction personnel.
Provide weekly project status reports and support updates from other locations.
Oversee site development, concrete construction, electrical systems, and building systems, including compound construction oversight.
Assist in all project phases—planning, design, construction, O&M, deactivation—developing construction documents and specifications, evaluating bids, reviewing drawings, conducting inspections, and managing change orders.
Develop and ensure adherence to Statement of Work (SOW) requirements, schedules, and budgets.
Maintain detailed daily logs of activities, changes, and impacts.
Communicate regularly with the customer to ensure satisfaction through project completion.
Review drawings, conduct site surveys, oversee contractors, ensure quality, and assist with project approvals.
Coordinate with government stakeholders including management, security, utilities, transportation, and IT.
Qualifications Minimum Qualifications: Bachelor's degree or equivalent experience (high school, vocational, or trade school with five years’ relevant experience).
Experience: At least 10 years in overseas construction management, with 1 year of OCONUS experience with local contractors, and 6 months working in a government-designated war zone.
Working Environment: U.S. citizenship required; ability to work outdoors, in confined spaces, irregular hours, and in operationally sensitive environments; physical ability to operate standard office and safety equipment; ability to work independently and in teams; may require medical, psychological exams, polygraph, background checks, and occupational testing.
