Under general direction, plans, schedules, assigns, and reviews the work of construction inspection staff; supervises, plans, and coordinates a comprehensive construction inspection program, inspections of public works construction and capital improvement projects of City infrastructure, such as encroachment, grading, landscaping, traffic control, water quality, and public safety while ensuring compliance with applicable laws, regulations, and City policies related to area of expertise; ensures conformance with approved plans, specifications, contracts provisions, specifications and standards; provides complex staff assistance to departmental management staff in areas of expertise; and performs related work as required.

Receives general direction from assigned supervisory or management personnel. Exercises direct and general supervision over assigned staff.

This is the full supervisory-level class in the Construction Inspector series. Incumbents are responsible for planning, organizing, supervising, evaluating, and participating in the work of staff performing comprehensive construction inspection work. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines. This class is distinguished from Construction Project Manager in that the latter overall responsibility for planning, organizing, reviewing, and evaluating the day-to-day operations of the Construction Management Division.

Plans, organizes, assigns, supervises, and reviews the work of assigned staff in the inspection of all City public works, infrastructure, and capital improvement construction projects.

Participates in the development and implementation of goals, objectives, policies, and priorities for assigned services and programs; identifies resource needs; recommends and implements policies and procedures, including standard operating procedures for assigned work units.

Evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion of staff.

Trains staff in work, technical applications of applicable regulations and safety procedures and in the operation and use of equipment and supplies; implements procedures and standards.

Monitors operations and activities of the construction inspection work unit; recommends improvements and modifications and prepares various reports on operations and activities; recommends and assists in the implementation of goals and objectives; assists with the administration of the divisional budget; implements policies and procedures.

Determines and recommends equipment, materials, and staffing needs for assigned operations, projects, and programs; participates in the annual budget preparation; prepares detailed cost estimates with appropriate justifications; maintains a variety of records and prepares routine reports of work performance.

Answers questions and provides information to the public; investigates complaints; recommends corrective actions to resolve issues.

Supervises and performs inspections of public works construction and capital improvement projects of City infrastructure, such as encroachment, grading, landscaping, traffic control, water quality, and public safety while ensuring compliance with applicable laws, regulations, and City policies, and other functional elements.

Confers with and provides information to those involved in inspection projects; monitors and controls supplies and equipment; orders supplies and tools as necessary; prepares documents for equipment procurement.

Supervises, inspects and verifies work in progress and completed work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications.

Oversees and participates in investigating complaints regarding construction inspections, to determine if violations or problem conditions exist; inspects and verifies work in progress and completed work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications.

Supervises and conducts follow-up investigations to ensure compliance with applicable codes and ordinances; establishes and maintains accurate and complete case files; prepares documents and evidence for court proceedings and testifies in hearings and court proceedings, as necessary.

Assists in the design, engineering, construction, and field inspection processes for capital improvement projects and private developments to ensure contractors' and developers' compliance with City standards; attends pre-construction meetings; performs detailed plan checks of construction and design plans to ensure adherence to established policy and sound engineering practices.

Responds to and resolves various issues with residents, other departments, and outside agencies in a professional manner; identifies and reports findings and takes necessary corrective action.

Serves as a liaison for the assigned functional area to other City departments, divisions, and outside agencies; attends meetings, as necessary; participates on a variety of boards, commissions, committees, and task forces; attends and participates in professional groups; stays abreast of new trends and innovations.

Prepares and maintains a variety of correspondence, reports, notices, and other written materials.

Represents the City in meetings with members of other public and private organizations, community groups, contractors, developers, and the public.

Provides technical and administrative assistance to assigned departmental management staff; prepares and presents staff reports and other necessary correspondence; supervises the preparation and maintenance of related reports, records, and files; ensures the proper documentation of activities.

Stays current on the status of new and pending regulatory legislation; recommends changes to current policies and procedures in order to comply with changes in legislation.

Minimum Qualifications

KNOWLEDGE OF: Principles and practices of employee supervision, including work planning, assignment, review and evaluation, discipline, and the training of staff in work procedures.

Principles and practices of construction inspection program development and administration.

Basic principles and practices of budget and capital improvement program development, administration, and accountability.

Materials, methods, principles, and practices used in public works construction, including streets, curbs, gutters, sidewalks, drainage, streetlights, and related facilities and appurtenances.

Applicable Federal, State, and local laws, codes, regulations, and departmental policies pertinent to the assigned areas of responsibility.

Safety principles, practices, and procedures of engineering and construction inspection and related facilities, equipment, and materials.

Principles and practices of contract administration and evaluation.

Technical principles and practices of engineering design, specification, and cost estimate preparation.
