Base pay range $173,147.00/yr - $259,721.00/yr Direct message the job poster from Metropolitan Utilities District Under general direction, the Vice President, Construction is responsible for employees and project work in field construction, repair crews, field engineering, and construction project scheduling. The Vice President, Construction, will assume all responsibilities in this role. Education Required - Bachelor's Degree in Engineering, Construction Management, Business, or a related field; or non-degreed candidates must possess significant leadership experience, technical experience (i.e., interpret design drawings, scheduling, budgeting, contracts, procurement, etc.). Significant relevant experience with compliance and day-to-day construction operations. Preferred - Master's Degree in Business Administration, Construction Management, Engineering, or a related field. Required - Minimum of 10 years of leadership experience in a construction related field. Preferred - Experience with short/long term projects, providing coaching, constructive feedback, as well as conflict resolution. Licenses, Certifications and/or Testing Required - Have and maintain a valid driver’s license Upon Hire Preferred - Professional Engineer (PE) License in the State of Nebraska Upon Hire Required - Employee(s) in this position are covered under the Department of Transportation Drug and Alcohol testing provisions. This includes post-offer, random, post-accident, reasonable suspicion, follow-up, and return to duty testing. Upon Hire Required - Pre-employment Background Check & Drug Screen Upon Hire Knowledge, Skills And Abilities Proven leader in mentoring and developing construction staff. Possess strong leadership/analytical skills necessary to assume the daily responsibility for decisions, consequences, and results. This includes the ability to positively impact people, cost, and quality of service that is in the best interest of the District. Working knowledge of construction/operation concepts associated with natural gas and water utility systems. Broad understanding and/or experience in construction management, project management, records management, and work management. Familiar with local, state, and federal rules and regulations governing the administrative and operating practices for natural gas and water utilities. Efficient written and verbal communication skills, in English, to assist internal and external customers, co-workers and management professionally, regardless of provocation. Proficiency with personal computers, tablets, and/or other electronic devices to include familiarity with, but not limited to, Microsoft Office Suite (Excel, Outlook, Word) and enterprise wide software (e.g., SAP). Ability to learn new or upgraded computer software as required. Excellent communication, interpersonal, and organizational skills along with attention to detail, as well as a high level of accuracy and professionalism. Ability to ensure positive interaction/relationship building with internal/external stakeholders, customers, union representation, executive leadership, as well as board members. Ability to interact with multiple personalities at all levels within the organization, as well as work well with others in a collaborative team environment. Ability to handle multiple tasks with simultaneous deadlines and prioritize workload in a fast-paced dynamic environment. Essential Functions Construction Department activities consisting of administering appropriate management strategies for effectively engaging the team, decision making, and execution of all construction related activities. Prioritize the health and well-being of District workforce by leading with a safety-first mindset. Ensure the District complies with all City, County, State and Federal rules and regulations under areas of responsibility. Responsible for providing organizational alignment, risk management, implementing best management practices, planning, and budgeting activities associated with construction. Guide, supervise and evaluate employees in career paths that report to this position. This includes development of long-term plans related to education and training of employees for new and changing technology standards related to construction systems. Develop and maintain a long-term strategy and a 3 to 5 year planning cycle from a construction and maintenance standpoint. Adhere to the Collective Bargaining Agreement (CBA). Proactively and effectively collaborate with employees to enhance operational efficiencies and improvements. As part of this effort, this role is required to regularly perform site visits to interface with employees at various field sites. Evaluate, recommend, and implement new or revised construction policies, methods, standards, and procedures. Maintain communications on construction projects with all internal stakeholders, as well as ability to clearly communicate technical issues with all customers in ways that can be understood by non- technical individuals. Provide construction support to all District operational facilities as it relates to expansion, maintenance, and modifications, as needed. Provide leadership and oversight for upgrading/replacement of the water and gas distribution systems. Provide oversight of the installation of varying sizes of natural gas and water mains, services and all above and below ground appurtenances. Provide oversight of updated records for the distribution system as-builts and maps. Effectively present information and respond to questions for all stakeholders associated with the District and the public. Effectively manage all construction related budgets, audits, accounts payable, capital expenditures, as well as all other financial responsibilities for construction. Develop talent: coach and mentor employees; support employee growth and development through leadership opportunities and professional development. Provide employees feedback through completion of performance appraisals and employee one-on-one meetings. Manage employee unacceptable behavior, poor work performance or policy violations, including the use of discipline when appropriate. Maintain financial oversight of budget or works with financial responsibility in mind. Plan for attrition through awareness of separation risks, cross-training, employee development and succession planning. Enforce all pertinent District policies and procedures. Fulfill responsibilities common to all Supervisory, Professional and Administrative positions as stated.
