Rapiscan Systems, an OSI Systems Company is seeking a Construction Manager, based out of Billerica, MA. Rapiscan is a leading supplier of end-to-end security inspection solutions, utilizing multiple technologies and advanced threat identification algorithms based on X-ray and high-speed computed tomography imaging, ion mobility spectrometry, radiation detection, and optical inspection technologies. We have highly experienced technical, program management, and service teams to ensure customers receive a best-in-class experience throughout every phase of their project—from planning to deployment to post-installation support. This position will reside in the Customer Programs organization and report to the VP of Customer Programs. This position will provide tactical support to the construction/install team. The primary focus of this position is to provide construction support and oversight on programs when our projects require civil works.
Responsibilities
Collaborate with Program Managers on site construction requirements, schedule, budget to deliver quality product. Track budget and schedule at each project site and summarize reports to Program Managers. Identify budget and / or schedule risks with impact and mitigation plan for the Program Managers to review. Act as the primary communications link between Rapiscan and our subcontractors for site design, construction and installation scope. Plan, select and manage site design and construction resources as required to prepare the site for system installation. Ensure conformance to Rapiscan, customer and local code requirements. Arrange and oversee any subcontractors hired to perform site inspections (i.e. surveying, soil testing, power testing). Prepare RFP’s for site surveys, geotechnical services, architectural/engineering services and construction services as required to support site installation. Identify, select and manage cost effective, high quality service providers to fill our needs in accordance with Rapiscan’s TRACE and FCPA policies. Work with A&E firms, construction firms and our contracts group to establish and manage required oversight contracts. Coordinate with subcontractors to select and order site crane, rigging, rail install, and other specialty contractors required to support system installation in accordance with Rapiscan’s TRACE and FCPA policies. Possess the willingness and flexibility to travel domestically and internationally up to 50% of the time. Work with the Project Coordinator to plan and arrange travel accommodations. Possess flexibility and ability to deal with sudden changes (i.e. flight delays, on-site weather delays etc.). Maintain and organize expense receipts while in the field and work with administrative support on expense reports, including the timely submission of expenses. The ability to obtain site passes, clearances and Visas as required to perform job responsibilities. Maintain valid U.S. passport and credit card as required to support business travel. Position requires a combined 50%-75% domestic (USA) and international travel (Mexico, Middle East). This position will require working outdoors in varying weather conditions. Understand and comply with company travel policy. Travel should be booked as far in advance as possible (preferably 21 days in advance) to obtain the best possible pricing. Travel is to be booked via AS&E approved travel agencies and utilizing AS&E’s security travel provider. Compliance to AS&E policy and approvals for High-Risk Countries is required. Qualifications
BS in engineering, construction management or related field preferred, or equivalent experience Minimum 7 years of project/program management in a manufacturing & field environment Program Management experience with capital equipment is a plus. Ability to effectively manage both technical and administrative functions Proven track record of managing multiple simultaneous projects Excellent written and verbal communication skills Leadership capabilities with cross functional ability to form coalitions across the Company PMP certification is a plus Experience developing and tracking complex schedules Good working knowledge of MS Project, Word, Excel Ability to pass company background, Department of Homeland Security background, driving, credit checks and drug screens, and maintain in good standing.
